Setup wizard panels

The setup wizard the assistant walks a new person through (/{user}/GettingStarted, the AI engine's OnboardingWizardArea) is assembled from panels packages contribute as data: a UiContribution node with context: Onboarding. The child Mail is this package's panel — Your mail, in the communications chapter, embedding the OnboardingMail area of the person's own user node (MailOnboardingPanel): the three questions of their mail preferences (sort before reading, prepare replies before reading, how far back a copy reaches) as a form bound to {user}/_Mail/Preferences, with the Inbox copies switch beneath.
